People living in vulnerable areas on fault lines of the Earth is NOT their 'fault'! Tsunami --- Horrible natural disaster.
I think the 'tsunami early alert system' should be set up in place in South & Southeast Asia as soon as possible.
Since this 'tsunami early alert system' is regarded as a kind of 'public good' in terms of economics, the marginal cost that arises to serve one more consumer is zero. (Public Good, 共用物品, is the good that its consumption by any individual does not reduce the amount available for others. It can be consumed CONCURRENTLY by many individuals at the same time. The marginal cost of a public good to serving one more consumer is zero.)
It could have saved thousands of lives around the Indian Ocean in the event of a devastating tsunami unleashed on 26 December 2004! There is no reason why this 'tsunami early alert system' cannot be done.
The technology to detect undersea earthquakes is used elsewhere and could be shared with vulnerable coastal communities in the region to minimize the loss due to such catastrophe such as the one off Indonesia.
The Indian Ocean was not the only vulnerable area. Many places are seismically active were also at risk as they are both on fault lines.

Ten years after an earthquake killed nearly 6,500 people and injured 40,000 in 20 seconds in Kobe of Japan, disaster reduction should be on the top priority of the agenda of the international conferences.
The devastating Indian Ocean tsunami happened on the 26 December 2004 had claimed more than 160,000 human lives and injured more than half a million.
Global action plans should be done such as the installation of early warning systems, quake-proof buildings and accelerated response units, and other measures that can reduce the toll, I think.
